Parklands business hubs

Leasing the hubs generates an income which goes straight back into the Parklands. The hubs stay in public ownership and, as well as giving the Parklands its financial security, the leasing arrangements serve western Sydney communities and create local jobs. 

Funds from the business hubs are used to maintain and improve the Parklands, including its bushland regeneration and wildlife conservation program. The ambitious program will add an extra 1000 hectares of well-maintained bushland, doubling the existing amount and helping wildlife movement across western Sydney.

The business hubs are on the perimeter of the Parklands, where there is low conservation or recreation value. These are areas which local councils identified for commercial infrastructure and businesses/services. The development of each hub is subject to a planning assessment process, which includes community consultation.

Combined with the Parklands tourism hubs, the business hubs are estimated to attract almost $800 million in capital investment and by 2030, they will have created 8,800 jobs for western Sydney. An additional $313 to $470 million in economic activity (gross regional product) per annum is forecast.

 

Complete – Horsley Drive Business Hub

Australia’s first six-star Green Star estate, Horsley Drive Business Hub is expected to generate 575 jobs. An extension of the Wetherill Park/Smithfield precinct - the largest industrial precinct in the Southern hemisphere - it was completed in October 2018 after a public offering in 2014. Development rights were awarded to Australand.

Underway – Horsley Drive Business Hub, Stage 2

Stage 2 of the Horsley Drive Business Hub is estimated to inject $69 million of capital investment into western Sydney and generate 385 full-time operational jobs. The Department of Planning and Environment granted planning consent for light industrial development and a development application for infrastructure and site development works in November 2017, after an open market campaign in October 2018  awarded exclusive development rights.

Underway – Eastern Creek Business Hub

The 15 hectare Eastern Creek hub is located in an area with an under-supply of retail facilities. It has planning consent for a retail centre that is estimated to create approximately 1,000 operational jobs and over 500 construction jobs. With frontages to Rooty Hill Road South, Great Western Highway, and Westlink M7 it will provide opportunities for small and large retailers.

Underway - Light Horse Business Hub

The 29.5 hectare business hub was granted development consent by the NSW Department of Planning and Environment in August 2020. Following an open market campaign, development rights were awarded in May 2021 and the development is currently underway.

Complete - Bringelly Road Business Hub

Bringelly Road Business Hub allows for large-format retail and industrial development after independent economic forecasting identified a shortage in the area. The planned hub was granted development consent in January 2016 and issued to the open market via NSW eTendering later in 2016. A successful developer was announced for approximately 19 hectares in mid-2017. The business hub created approximately 900 construction and operational jobs from late-2017 and provide a capital investment of around $80 million.

Proposed - Fifteenth Avenue Business Hub

The Fifteenth Avenue Business Hub in West Hoxton will include a supermarket, commercial and retail outlets, a service station and child care centre. It is estimated to generate 130 full-time operational jobs and inject $14.7 million into the western Sydney economy. Development consent was granted in 2016.
